On May the 23rd, 2006 “Ukraine 3000” International charitable fund, together with TNK-BP in Ukraine company, the Ukrainian medical center for rehabilitation of children with organic lesions of nervous system from the Ministry of health protection of Ukraine (city of Kyiv) and the International Medical Rehabilitation Clinic (city of Truskavets), started realization of an unprecedented Program on the provision of rehabilitation assistance to children, having infantile cerebral paralysis – “Joy of childhood – free movements”.

The launch of the joint work on this project was presented by the signature of the Memorandum on cooperation on January the 23rd, 2006, in accordance with which TNK-BP in Ukraine has undertaken obligations to ensure the financing of the Program at the annual level of 800 000 US dollars  during the next four years. The practical implementation of the program was started on April the 12th, 2006 after the signature of the financial assistance agreement between TNK-BP in Ukraine and “Ukraine 3000“ Fund for the amount of 1 010 000 hryvnya to ensure the beginning of realization of this Program. The Parties, participating in the “Joy of childhood — free movements“ Program, have reached a decision that a “pilot“ for the project will be implemented in Lugansk oblast'. And later on the Program will be expanded over the whole territory of Ukraine.

The “Joy of childhood — free movements” Program is directed to the provision of modern rehabilitation assistance to children with organic lesions of the central nervous system. Its creation has been provoked by the considerable quantity of letter to ”Ukraine 3000” International charitable fund from the parents of children, having infantile cerebral paralysis, with requests t provide assistance in their treatment and to direct efforts of the Fund to the improvement in the quality of provision of rehabilitation services. The following key factors have been determined in the process of analysis of the problems, brought up in the letters, and the further development of the Program:

  • at the individual level — impossibility for the low income families to obtain high-quality rehabilitation services for their children, having organic lesions of the central nervous system; and
  • at the state level — absence of a comprehensive approach in the provision of rehabilitation services.

Resolution of these key components of the problem is a specific object of the «Joy of childhood — free movements» Program.

At present the Program provides a possibility to Ukrainian families, having children with organic lesions of the central nervous system, to obtain better quality rehabilitation services, and to Ukrainian rehabilitation centers of all categories — to have a higher level of technological equipment and to gradually start working under modern world standards in diagnostics and provision of rehabilitation services of both medical and social and pedagogical character.

The main tasks of the Program are as follows:

  • to promote the provision of high-quality rehabilitation services to children from low income families, who have an infantile cerebral paralysis diagnosis;
  • to assist Ukrainian rehabilitation centers of all categories in obtaining high level technical equipment, as well as to implement modern world standards of diagnostics and provision of medical, rehabilitation, and social and pedagogical services;
  • to provide parents of children with special needs with information on the methods of treatment and rehabilitation, information on rehabilitation institutions, consultation on juridical and social issues, etc.; and
  • to influence the change in the public opinion on the problems of children with special needs and the integration of such children into the society.

With the aim to successfully resolve the assigned tasks, the «Joy of childhood — free movements» Program cooperates with budget and off-budget institutions, providing rehabilitation services to children, suffering from organic lesions of the central nervous system, with boarding schools for children with support-motor apparatus disorders, as well as with charitable and public organizations.

Program Projects:

  • Medical treatment of children at the International Medical Rehabilitation Clinic in the city of Truskavets.
  • Conduct of the All-Ukrainian competition on the provision of grants to treatment and rehabilitation institutions, providing services to children with organic lesions of the nervous system (infantile cerebral paralysis).
  • Publication of the magazine for families with infantile cerebral paralysis problem “Joy of childhood — free movements“.
  • Creation and placement of social advertising within the framework of the “Joy of childhood — free movements“ Program.
  • Conduct of the All-Ukrainian competition of children's arts among children, having infantile cerebral paralysis, named «My dream».
  • Website of the “Joy of childhood — free movements“ Program.

Resolution of urgent public problems, especially in the sphere of childhood and maternity, should be not only the work of the State. Implementing this program, our Company and “Ukraine 3000“ International charitable fund show an efficient example of the idea how, with joint efforts of business and charitable organizations, it is possible to change the life of children of Ukraine, and consequently, its future, for the better.

Based on the data at the end of 2007 more than 650 children have undergone a course of treatment at the International Medical Rehabilitation Clinic in the city of Truskavets. Certain work is carried out to create a database of the Ukrainian children with an infantile cerebral paralysis diagnosis. Competitions are conducted to provide categorical charitable assistance (grants) to centers and institutions, providing treatment and rehabilitation services to children with infantile cerebral paralysis.

With the aim to bring information on the disease, treatment methods, and rehabilitation centers to the parents of children with special needs, there is a publication of the “Joy of childhood — free movements“ magazine (being distributed among 15 000 subscribers) — already the fourth issue has been recently published.
