Already six months passed since the Ukrainian Government promised to stimulate the domestic oil processing. According to Deputy Director Advertising and PR Department LLC “TNK-BP Ukraine” Irina Kovalchuk, “the Government was undertaking some steps aimed at realization of those agreements, which were achieved in the Memorandum between the Ukrainian Cabinet and the representatives of the oil processing industry. However it is too early to make any estimates...”

Ukraine and Russia agreed to increase the amount of oil transit by 5 million tons. The Russian fuel will fill the Odessa–Brody and Druzhba oil pipelines. According to Sergey Grigoryev, Transneft Vice-President, the increase of oil transit through the territory of Ukraine is provided by an increase of oil extraction in Russia, as well as by redistributing the transit currents.

"The company is ready to continue the work on the route Odessa — Brody in 2007 and to increase the amount of transit up to 9 million tons under definite economic conditions, which are discussed between Ukrtransneft and the Russian company Transneft",– said ÒNÊ-BP Ukraine President Sergey Lizunov. According to him, the matter concerns complex measures pertaining as to the port charges, so to the services of transportation through the pipeline.

«It is incorrect to use the price increase by the shutdown of the Lisichansk oil refinery», – said Irina Kovalchuk. She as well reminded that ÒNÊ-BP had no its own fuel stations. At the same time Irina Kovalchuk acknowledged that the price policy at the jobber fuel stations which decided to earn some money against the background of gasoline shortage in retail, damages the reputation of the brand.

The last week showed that the miracle did not happen: in October there were enough oil products due to import resources from September, but later the market sensed the shutdown of the Lisichansk oil refinery. Even optimists started talking about shortage of high-octane gasoline, in particular À-95. However, at the same time understanding of how to resolve the situation came.

The Lisichansk Oil Refinery completed the capital repair and launched AWT unit and resumed the oil processing. With accumulation of the crude oil the remaining units will be put into operation as weel and the enterprise will pass to its normal technological mode by November 27. In November the Lisichansk Oil Refinery intends to process about 260 000 tons of oil.

Last week Ukraine and Poland resumed negotiations about extension of the Odessa-Brody Oil Pipeline to the Polish city of Plotsk. The Head of the Ministry of Fuel and Energy Yuriy Boiko even promised that this construction will be completed in 2008, and then, he said, Ukraine could count on additional oil supplies from the Caspian region.

Speaking about patrons of the International Charitable Fund “Ukraine 3000”, Head of Supervisory Board Mrs. Katherine Yushchenko noted: “The biggest assistance we received from the oil company “TNK-BP Ukraine’” – UAH 20 million for 4-year program, which is aimed at assistance for all children ill with infantile cerebral paralysis in Ukraine”.

It should be mentioned that if the negotiations will be successful, in the next year the market of oil and light oil products can have some more pleasant surprises, apart from seasonal price growth for the oil products.

This announcement informs as well that with accumulation of the crude oil the remaining units will be put into operation as well and the enterprise will pass to its normal technological mode by November 27.

Irina Kovalchuk informed that with accumulating of crude oil the remaining units will be commissined as well and the enterprise will pass to the normal technological work by November 27. “Gasoline and diesel fuel of new production will appear on November 21—22”, — she said.

It is expected that the work of the Lisichansk oil refinery will be resumed closer to the end of the second decade of November. After repair at JSC LINIK it is expected to launch production of diesel fuel with sulfur contents 50 ððm and raise the gasoline quality. Introduction of new technologies and renewal of the main assets should allow the oil refinery to pass to two-year turnaround time.
